many respects. In America, streamlined production
and falling prices gave greater freedom of movement
to more people than ever and did much to reduce 
distances and promote economic relocation. In older 
countries the car was less compatible where urbanisation
was complete: the car was alien in Medieval towns with
narrow streets designed for people and carts. As cars
become more widespread, traffic increases and movement
is restricted. The average traffic speed on London 
streets is the same in the year 2000 as it was in 1900.
What is needed is more investment in public transport
and a challenge to the mentality that driving a car 
is a natural right and that only other people should 
take the bus.

trade. You will also need to keep people happy, which gets
harder the more Democratic your government type is.

participation of the people. Each government is described separately.

Communism, or at least Lenin's version of it, is very Utopian in
conception with a strong grass-roots communal function in a 
pyramid structure of government. After wealth is redistributed to
form a classless society there will be no need for alternative

accountable to the people. In practice, Communist regimes have

^DESCRIPTION
Technocracy is a new form of government which is the ultimate expression 
of ELITE RULE. Control of information is an essential requirement: without 
freedom of information you can never have a meaningful public debate, and 
therefore no real democracy (just like the United Kingdom). But if a strong, 
central government can control the information about the people it can remove 
public participation from government except for staged elections and referendum. 
If computer networks evolve to the point where a complete personal history 
and profile can be retrieved from one location, then it becomes easy for a 
small group to exercise total control over a population.

no maintenance. The diplomatic penalties for "terrorist acts" committed by your 
Diplomats and Spies are reduced.

In a Liberal Democracy the people are sovereign. People elect people to hold
office not as representatives of the "General Will" of the people, but as
delegates who vote according to instructions from the electorate. Freedom of
Information helps transparency in government and encourages public participation.
The people have rights guaranteed in a constitution, and as long as the people
firmly believe in this form of Republican government it can prove very stable.

Liberal Democracy is very good for trade, but very bad for exerting government
control. The people will not support overseas military deployment unless there
is a clear humanitarian cause or danger to their own way of life.

^DESCRIPTION
Utopia was coined as meaning "no place" in the 17th century, which is now a rather
pessimistic view about the perfect society. For it to be acheived it will almost certainly require people to work together, working for society as a whole, and not just themselves. Government will be totally accountable and transparent, and devolved so people at
community level can go their own way. Corruption and crime will disappear against a "the 
people, united, will never be defeated!" attitude. There will be no place for war, and 
people can be comforted by the knowledge that society will protect you if you protect it.
